Medical Center Director
Marc A. Magill, MS was appointed as Medical Center Director at Jesse Brown VA Medical Center in October of 2016.
Mr. Magill joined the VA over 32 years ago and has held leadership positions at VA Medical Centers in Grand Junction, Colorado; Albuquerque, New Mexico; Beckley, West Virginia; Danville, Illinois; Poplar Bluff, Missouri; and Columbia, Missouri. He also served in the position of Deputy Network Director for the Southwest Network, VISN 7.
Mr. Magill recently served as the Medical Center Director of Grand Junction Veterans Health Care System from June 2014 to November 2016. His responsibilities included full-line authority, direct supervision and accountability for budgeting, staffing, physical plant, equipment, security, privacy, and space resources.
His previous assignments included Acting Medical Center Director of the VA St. Louis Health Care System (VASTLHCS), a complexity level 1A, multidivisional, dual-affiliated facility with enrollment of approximately 60,000 Veterans residing in counties of Missouri and southwest Illinois. Before serving as Acting Director at VASTLHCS; Mr. Magill served in the role of Deputy Director at that facility for over two years. The total budget at VASTLHCS is more than $450 million, with a workforce of more than 2,450 staff members, and two major construction projects totaling just under $800 Million.
Mr. Magill holds a Bachelor of Science in Business Administration from Milliken University in Decatur, Illinois and a Master of Science in Health Care Administration from Trinity University, San Antonio, Texas. He is a recipient of the President’s Council of Management Improvement Award, a graduate of the VHA Health Care Leadership Institute and Executive Career Field Class of 2003.

Chief of Staff
Dr. Robert Buckley is the Chief of Staff of the Jesse Brown Veterans Health Care System. He entered the VA in 2016 after a long career in the US Navy, where he held the rank of Navy Captain, serving his last assignment as Deputy Director and Commanding Officer of the Captain James A. Lovell Federal Health Care Center in North Chicago - partnering with the VA Director to jointly lead over 3,400 civilian staff and active duty service members in the nation’s first fully integrated VA and DoD medical center. He has had multiple complex and challenging healthcare leadership roles throughout the globe that make him uniquely suited to take on the most challenging roles in healthcare today.
Dr Buckley attended Northwestern University Medical School in Chicago, with Distinction/Alpha Omega Alpha in 1987 and later completing a residency in Emergency Medicine at Cook County Hospital in Chicago. He went on to serve as Residency Program Director and Chairman of Emergency Medicine, at Naval Medical Center San Diego, improving patient flow, quality, satisfaction, overall scholarly activity, and was twice awarded top teaching awards. He had multiple deployments afloat and ashore in the Middle East to include serving as Officer-in-Charge of a US Marine Corps Shock Trauma Platoon during the 2003 invasion of Iraq, Director of Clinical Services of US Navy Expeditionary Medical Facility Kuwait and as Force/Fleet Surgeon (CMO) in Bahrain for all US Naval Forces throughout the Middle East and in Afghanistan. He has extensive hospital-wide leadership experience to include serving as Chief of Staff (CMO/COO) the $1.3 billion, tri-service Fort Belvoir Community Hospital in the National Capital Area, which successfully opened and gained full accreditation in 2011 under his leadership.
He has multiple peer-reviewed publications, presentations, DoD and VHA awards and commendations, and was thrice awarded the Legion of Merit.

Acting Associate Director for Patient Care Service/Nurse Executive
Mary Bruce-Toles has more than 30 years of nursing practice with increasing responsibilities in health care management. She is a graduate of Chicago State University in 1987. She completed her Masters of Science Degree from Saint Xavier University in 1995.
June 1987 Ms. Bruce-Toles started her career at Westside VAMC, currently known as Jesse Brown VAMC, working as a staff nurse 1987-1993. Ms. Toles served as nurse manager over three (30) bed Medical Surgical wards from 1990-1997. After receiving her Post Masters Nurse Practitioner certificate in 1998, she became a Nurse Practitioner in the Urology clinic at Jesse Brown VA from 1998-2003.
In 2005 Ms. Bruce-Toles received her Nurse Practitioner certificate from Loyola University, as well as completed the VISN 12 Leadership development program. In 2007, she completed National Healthcare Leadership Development Program.
Ms. Bruce-Toles was selected as Chief, Nursing Service in 2003 and Deputy Director, Patient Care services in 2009. She has overall responsibility and oversight of administrative and nursing practice for more than 600 nursing employees. In addition, she has direct responsibility for Respiratory and Recreation Services.
Ms. Toles was nominated as Federal Employee of the Year in 2006, 2007 and 1994. In 2003 she received the National Hearts and Hands Award. She currently serves as an active member of the National Disciplinary Appeals Board having served as Chair on numerous boards.

Acting Associate Director
Willie James was designated as the Acting Associate Director of the Jesse Brown VA Medical Center (JBVAMC) effective July 25, 2016. As the Acting Associate Director, Mr. James oversees the Emergency Management Program, Engineering Service, Environmental Management Services, Logistics Service, Pharmacy Service, Police Service, the Safety Program, and serves as a liaison to the Consolidated Patient Account Center.
Prior to being detailed to this position, Mr. James served as the Acting Assistant Director from May 2016 – July 2016. Since 2009, his permanent assignment is the Chief, Logistics Service. In this position, Mr. James manages the Supply Chain Management team at the JBVAMC. This team is organized into several organizational units including Property Management, Supply Processing and Distribution, Warehouse, Mailroom and Reproduction, and Contract Management. Mr. James exercises full expendable and non-expendable property responsibility for over the 225 acute care beds at the main campus and four CBOCs as well as the Regional Office.
Originally from Chicago, IL, Mr. James began his VA career in 1993, at the Westside VAMC (currently, Jesse Brown VAMC) as a Material Handler in Acquisitions & Material Management Service. From 1995 – 2006, Mr. James served as the Warehouse Supervisor within Logistics Service. Between 2006– 2007, he was detailed as the Acting Supervisor of Warehouse Operations and Property Management and later selected as a Supply Analyst Intern. At the conclusion of his internship, he accepted the position of Assistant Chief of Logistics in 2008.
Mr. James is a Veteran of the United States Navy, enlisting in 1988; Assigned to his first command at the USS Coral Sea CV-43, working as an Airman traveling the Mediterranean Sea. Mr. James strives to put Veterans first in all of his assignments and is motivated to provide exceptional service on a daily basis to Veterans, their families and co-workers.

Tima Adams-Cardenas was selected as the Assistant Director of the Jesse Brown VA Medical Center (JBVAMC) effective January 22, 2017. As the Assistant Director, Tima functions as a member of the Executive Leadership Team where she works as a peer with the Associate Director, Chief of Staff (COS), and Associate Director for Patient Care Services/Nurse Executive. She currently oversees Human Resources, PAS, Nutrition and Food Service, Education, and serves as a liaison to IRM, Prosthetics, ISO, and Privacy.
Prior to this selection, Tima served as the Health System Specialist (HSS)/Executive Assistant to the Director at the JBVAMC since April 2012. During that time, she was a trusted advisor to the senior leadership team and provided assistance on administrative matters affecting patient care, budget, staffing, trend analysis, education, and organizational policy. She has also served in Strategic Planning and Public Affairs Officer roles. A Chicago, IL native, Tima began her VA career in 2001 at the JBVAMC as a Graduate Healthcare Administration Training Program (GHATP) fellow. At the conclusion of her fellowship, she accepted the position of Administrative Officer for Surgical Services where she directed technical and administrative matters, and managed a budget of more than $2.6 million.
Tima earned her Bachelor of Arts degree in Biology from Fisk University in Nashville, TN with magna cum laude honors and her Master’s degree in Health Administration from Saint Louis University in St. Louis, MO as a Delta Omega Honorary Public Health Society Inductee. A member of the American College of Healthcare Executives, she was recently accepted into the 2017 Health Care Leadership Development Program, and was selected as the 2016/2017 Recipient of the Spirit of Jesse Brown Award in the Supervisory Category. Tima and her husband have four daughters and one son.
